The impact of the covid pandemic on the investment - oriented budget of small and medium-sized cities

Abstract:

Tato diplomová práce je zaměřena na rozpočet měst a dopady covidových opatření na investiční akce dvou měst. Práce je rozdělena do dvou částí - teoretické a praktické. Na konci diplomové práce je rozhovor se starosty měst, která byla vybrána k porovnání. V teoretické části jsou vysvětleny pojmy obec, orgány obce a jejich pravomoci, finanční řízení obce a pandemie koronaviru. V praktické části jsou nejprve charakterizovány obě města a představeny jejich rozpočty. Následně je práce zaměřena na konkrétní investiční akce a porovnání jejich realizace s původním plánem. Na konci práce je obsáhlý rozhovor, ve kterém představitelé měst odpovídají na otázky související s rozpočtem města a dopady pandemie.

Abstract:

This diploma thesis focuses on the budget of a city and the impacts of COVID measures on investment activities of two cities. The thesis is divided into two parts - theoretical and practical. At the end of this thesis, there is an interview with the mayors of the cities that were selected for comparison. In the theoretical part, the concepts of municipality, municipal bodies and their authorities, financial management of a municipality, and the coronavirus pandemic are explained. In the practical part, both cities are first characterized and their budgets are presented. Subsequently, the thesis focuses on specific investment activities and compares their implementation with the original plan. At the end of the thesis, there is a comprehensive interview in which the city representatives answer questions related to the city's budget and the impacts of the pandemic.
