Effects of the changes of EU’s GSP on Czech republic’s foreign trade

Abstract:

Tato práce se zabývá vlivem změn systému GSP na český zahraniční obchod potažmo celkovým fungováním systému GSP. V teoretické části je vymezen základní vývoj a historický kontext Všeobecného systému preferencí. Jsou zde definovány hlavní změny v systému, které měly na jeho působení podstatný vliv. Hlavní důraz je kladen na nejaktuálnější změny, kterými systém GSP v roce 2012 prošel. Nejvýraznější změnou a to snížením počtu beneficientů systému se práce zabývá i v analytické části. Zde je zkoumáno jaký dopad tato změna představuje pro český zahraniční obchod respektive českou ekonomiku. Citelný vliv odejmutí preferenčních celních sazeb je pozorovatelný pouze u Ruské federace a Kazachstánu, důvodem je import strategických položek pro ČR z těchto zemí. Podíl ostatních zemí na českém importu je buď zanedbatelný, nebo dovoz daných produktů dostatečně diversifikovaný mezi další zdrojové země. Zároveň je u některých států dopad odejmutí celních preferencí systému zmírněn probíhajícími nebo úspěšně ukončenými jednáními o FTA.

Abstract:

This work focuses on effects of the changes of EU's GSP on Czech republic's foreign trade and also functioning of the whole system. In the theoretical part is delineated the basic development and historical context of the Generalized system of preferences. There are also defined main changes of the system, which have had substantial impact on its working. Great emphasis is put on the latest changes that have been passed in 2012. The analytics part of this work focuses also on the most conspicuous change of the GSP system, which means reduction in the number of beneficiaries. It is evaluated which impact on the Czech republic's foreign trade or rather economic situation this change have had. The impact is noticeable only in relation with Russian Federation and Kazakhstan exclusion from the GSP, because Czech republic imports some strategic items from these states. Share of other countries on Czech's import is either negligible or import of those products is diversified well. At the same time is impact of exclusion of GSP of some states reduce by conclusion of FTA.
