The design of methodology for pricing harvesting operations in forestry

Abstract:

Diplomová práce pojednává o navržení metodiky stanovení cen těžebních prací v lesním hospodářství. Tvorba cen těžebních prací v rámci České republiky podléhá z podstatné části zákonu o zadávání veřejných zakázek a je tak předmětem veřejné soutěže. Cílem této diplomové práce je navržení metodiky, dle které je možné definovat parametry veřejné zakázky tak, aby při výběru dodavatele byl nalezen kompromis mezi kvalitou odvedených těžebních prací, respektováním požadavku na co nejnižší nákladovost ze strany zadavatele a respektováním zákona o zadávání veřejných zakázek. Výsledkem je vytvoření metodiky, jejímž principem je sledování tržní hladiny a následná metodická doporučení hodnoticím komisím při vyhodnocení veřejné zakázky v rámci dynamického nákupního systému, ale i dalších veřejných zakázek, jejichž jediným hodnoticím kritériem je nejnižší nabídková cena.

Abstract:

The thesis is about designing a methodology for pricing harvesting operations in forestry. The substantial part of pricing of the harvesting operations in the Czech Republic is subject of the public procurement act and public tender. The aim of the thesis is to design a methodology according to which contracting authority can define the parameters of a public contract so that when selecting a contractor a compromise can be found between the quality of the harvesting operations, the respect of the requirement for the lowest possible cost from the contracting authority and the respect of the public procurement act. The result is created a methodology, and its principle is the monitoring of market levels and subsequent methodological recommendations to the evaluation committees when evaluating at the procurement under the dynamic purchasing system, as well as other public contracts, the only evaluation criteria of which are the lowest price offer.
