Economic and Monetary Union as a conflict of supranational and intergovernmental approach: National Interests of Mitterrand's France vs Delors's supranational concept

Abstract:

Práce je analýzou národních zájmů Francie v oblasti hospodářské a měnové spolupráce v rámci ES, a to v období od počátku 80. let až do závěru mezivládní konference v Maastrichtu. Společně s postoji Francie práce zkoumá také přístup Evropské komise v dané problematice. Cílem textu je zjistit, do jaké míry odrážely přípravné dokumenty o HMU vytvořené Komisí francouzské zájmy. Práce ukáže, ve kterých aspektech se přístup Francie a Evropské komise shodoval, a kde se naopak národní a nadnárodní zájmy lišily. Dále bude zkoumáno,zda se Francii podařilo své zájmy prosadit také do závěrečného nastavení HMU přijatého Smlouvou o EU. Pro analýzu práce využívá teoretický koncept Amy Verdun, který pro vysvětlení vzniku HMU kombinuje mezivládní a nadnárodní pohled. Text tedy také ověří, do jaké míry je tento teoretický přístup pro zkoumání vzniku HMU přínosný.

Abstract:

The present thesis analyses France's national interests in economic and monetary cooperation within the EC in the period from the early 80´s until the conclusion of the Intergovernmental Conference in Maastricht. Together with the positions of France the text also examines the approach of the European Commission in this sphere of integration. The text aims to determine to what extent were French interests reflected in the preparatory documents produced by the Commission on EMU. The thesis shows in which aspects the approaches of France and the European Commission agreed and to the contrary where the national and supranational interests differed. It also examines whether France managed to assert its interests in the final set of EMU adopted by the Treaty on EU. The text uses Amy Verdun´s theoretical concepts for the analysis. She explains the origin of EMU by combination of intergovernmental and supranational perspective. The thesis thus also verifies to what extent is this theoretical approach useful for examining the emergence of EMU.
