User fees as a regulator of overconsumption of mixed public goods

Abstract:

Bakalářská práce se zabývá zkoumáním toho, zda města využívají uživatelské poplatky jako regulátor nadspotřeby smíšených veřejných statků. Konkrétně se práce zabývá uživatelským poplatkem za parkování u vybraných měst Středočeského a Jihočeského kraje. Teoretická část se věnuje uživatelským poplatkům, jejich konstrukcí, způsobem výběru těchto poplatků a efekty spojenými s jejich zavedením. Praktická část práce se zaměřuje na zkoumání placeného parkování u vybraných měst. Jsou zde zkoumány důvody zavedení poplatku, způsob výběru míst a stanovení velikosti ceny. V závěru práce jsou následně vyhodnoceny výsledky, ke kterým se dospělo v průběhu praktické části a jsou zde navržena doporučení pro budoucí rozvíjení práce.

Abstract:

The bachelor thesis deals with the examination of whether cities use user fees as a regulator of overconsumption of mixed public goods. Specifically, the thesis deals with the user fee for parking in selected cities of the Central and South Bohemian Regions. The theoretical part deals with user fees, their construction, the method of collecting these fees and the effects associated with their introduction. The practical part of the thesis focuses on the exploration of paid parking in selected cities. The reasons for the introduction of the fee, the method of selecting places and the determination of the size of the price are examined here. At the end of the thesis, the results that were obtained during the practical part are then evaluated and recommendations for the future development of the work are proposed.
