Abstract:

Diplomová práce Vládní dokumenty týkající se romské integrace si klade za cíl analyzovat opatření popsaná v dokumentech vydaných Vládou České republiky od roku 2004, a zjistit, jak jsou tato opatření uplatňována v praxi v Pardubickém kraji. Ve své práci jsem se věnovala těmto dokumentům: Koncepci romské integrace 2005, Národnímu akčnímu plánu sociálního začleňování 2004 - 2006 a Dekádě romské inkluze 2005 ? 2015. V úvodu práce popisuji historii Romů, tradice, zvyky a kulturu. Dále navazuji vývojem státní politiky vůči Romům uplatňované od první republiky až do roku 2005. Následuje kapitola o integraci Romů, ve které je zmíněn koncept sociálního vyloučení, koncept kultury chudoby a postavení menšin v majoritní společnosti. Dále se snažím popsat centrální úroveň integrace Romů, tedy hlavně činnost Vlády ČR a jejích pracovních a poradních orgánů. Věnuji se i možným přístupům samospráv k Romům. Dokumentům vydaným Vládou ČR, které se týkají romské integrace, se věnuji v kapitole šest. V poslední části mé diplomové práce analyzuji, jak jsou opatření popsaná ve vládních dokumentech uplatňována v Pardubickém kraji, snažím se hledat možné důvody tohoto stavu, a navrhovat řešení.

Abstract:

The thesis Official documents concerning Gipsy integration ? theory and experience aims to analyze the measures described in documents issued by the Government since 2004 and compare them with actual practise in Pardubice Region. In my thesis I have devoted the following documents: Conception of Roma Integration 2005, National Action Plan on Social Inclusion 2004 ? 2006 and Decade of Roma Inclusion 2005 ? 2015. In the beginning of the thesis I describe the history of Roma, traditions, customs and culture. Then I reassume with the development of state policy towards Roma pursued since the First Republic until 2005. Followed by a chapter on the integration of Roma, where is mentioned the concept of social exclusion, the concept of culture of poverty and the status of minorities in majority society. Furthermore, I try to describe the central level of integration of Roma, mainly the Government and the activities of its working and advisory bodies. I also deal with the possible self ? government approachces to Roma. In chapter six I am concerned about the official documents dealing with the integration of Roma. In the last part of my thesis I analyze how the measures described in official documents are applied in the Pardubice region, I try to find possible reasons for this situation and propose solutions.
