Comparison of the approach to the Smart City concept in Central Europe and East Asia

Abstract:

Tato diplomová práce se věnuje konceptu Smart City ve střední Evropě a východní Asii. Cílem diplomové práce je komplexní analýza aktuální situace konceptu Smart City ve střední Evropě a východní Asii se zaměřením na vládní doménu a porovnání těchto dvou regionů. Dále by práce měla přinést praktické poznatky a inspirativní návrhy na vzájemné zavedení konceptů a projektů implementovaných u zástupců těchto regionů. Konkrétně vládní doména konceptu Smart City zahrnuje oblast městského monitoringu, e-governmentu, reakcí na mimořádné události, veřejné bezpečnosti, veřejných služeb a transparentnosti vlády. Smart City koncept je porovnán v daných regionech na základě indexů chytrých měst nacházejících se v daných regionech, kde z každého regionu bylo vybráno šest měst. Tato města byla porovnána na úrovni zvolených indexů, vládní domény těchto indexů a jednotlivých oblastí vládní domény daných indexů. Z toho se ukázalo, že východní Asie je na tom celkově lépe než střední Evropa, ale v rámci vládní domény už výsledky tak jednoznačné nejsou. Nakonec se práce zaměřuje na porovnání projektů v rámci jednoho vybraného města z každého regionu. Konkrétně Prahy a Taipei, kde bylo objeveno několik konkrétních projektů, které by mohly být vzájemnou inspirací pro zavedení.

Abstract:

This diploma thesis deals with Smart City concept in Central Europe and East Asia. The aim of the theses is a comprehensive analysis of the current situation of the Smart City concept in Central Europe and East Asia with a focus on the government domain and a comparison of these two regions. Furthermore, the work should bring practical knowledge and inspiring proposals for the mutual implementation of concepts and projects that have proven themselves across the researched regions in the area of governance. The governance domain of the smart city concept consists of city monitoring, e-government, emergency response, public safety, public services and transparent government. The smart city concept is compared in the selected regions based on smart city indexes of six cities in every region. These cities were evaluated on the index level, government domain of the index and the individual governance areas. As a result, East Asia performs better than Central Europe, but the results are not really clear when focusing on the governance domain. Finally, the work focuses on the evaluation of projects within selected cities from each region. Specifically, Prague and Taipei, where several specific projects were discovered that could be of mutual inspiration for implementation.
