Municipal effects of the black passenger

Abstract:

Cílem diplomové práce je identifikovat chování černého pasažéra v obci a určit externalitní náklady, které municipalitě vytváří. V první, teoretické části jsou uvedeny příčiny vzniku, definice a charakteristika veřejných statků, externalit a černého pasažéra a jejich příklady. Ve druhé části je objasněn pojem municipalita a popsány vybrané efekty a projevy černého pasažéra, které se v ní mohou potenciálně vyskytnout. Třetí, praktická část je zaměřena již na konkrétní efekty černého pasažéra v obci Český Těšín a na vymezení externalitních nákladů těchto efektů včetně návrhů jejich řešení. V závěru diplomové práce jsou prezentována doporučení pro budoucí omezení černého pasažérství v obci Český Těšín. Diplomová práce vychází z odborné literatury a z veřejných informačních zdrojů. Z vědeckých metod jsou nejčastěji použity metody deskripce, dedukce, analýzy a syntézy.

Abstract:

The aim of the thesis is to identify the behaviour of the free rider in the municipality and to determine the external costs it generates for the municipality. In the first, theoretical part, the causes, definitions and characteristics of public goods, externalities and free rider are presented, and examples are given. The second part explains the concept of municipality and describes selected effects and manifestations of free rider that can potentially occur in municipalities. The third, practical part is focused on specific effects of free rider in the municipality of Český Těšín and on the definition of the external costs of these effects, including proposals for their solution. In the conclusion of the thesis, recommendations for future reduction of free riders in Český Těšín are presented. The thesis is based on the literature and public information sources. The most frequently used scientific methods are the methods of description, deduction, analysis and synthesis.
