The Reform of Public Administration as a Process of Decentraliozation in the Modern Democratic State

Abstract:

Diplomová práce se zaměřuje na proměnu státní správy od prvních reforem až po současnost. Je zde analyzován historický vývoj proměny státní správy jako takové a proměna územní samosprávy, která je velice úzce spjata s přijetím Evropské charty místní samosprávy Českou republikou. Po objasnění historických východisek se diplomová práce zabývá všemi třemi fázemi, kterými státní správa prošla. Jádro práce tvoří rozbor III. fáze reformy veřejné správy, a to analýza postavení zaměstnanců veřejné správy a zavadění moderních technologií do veřejné správy, kde je poukázáno na některé nedostatky a jsou zde uvedena doporučení pro zkvalitnění fungování veřejné správy směrem k občanům.

Abstract:

The Diploma thesis is focusing on the transformation of the Government from the first reforms to the present. There are analyzed the historical development of the transformation of the Government itself, and the transformation of the Territorial authorities, which is closely linked with the ratification of the European´s Charter of local Authorities in Czech Republic. The Diploma thesis deals with all three phases which the Government passed through after explaining historical possibilities. The core of the thesis is the analysis of the 3rd phase of reform of the Public administration, especially the Analysis of the Public administration´s employees role and introduction of modern technologies to the Public administration, where it points out to some shortages and there are recommendations for improving the work of the Public administration to Citizens.
