The Western Balkans and the COVID-19 crisis: the final delay from democracy?

Abstract:

Diplomová práce se zabývá demokratickým úpadkem dvou vybraných zemí Západního Balkánu, Srbska a Černé Hory, zemí, které mají zahájené přístupová jednání pro vstup do Evropské unie. Úvod práce se zaměřuje na seznámení se s regionem Západního Balkánu a co pro ně znamená vstup a budoucnost v EU. Teoretická část práce uvádí teoretické úvahy o problémech, se kterými se obě země dlouhodobě potýkají a jak krize COVID-19 tyto problémy prohloubila, tyto úvahy jsou následně použity v analytické části práce. Následně byly určeny indikátory dle Freedom House, které v analytické části posloužily k analýze stavu obou zemí. V další části analyzuji zvolené indikátory odklonu od demokracie a jak se v průběhu pandemie demokratický odklon projevoval a zhoršoval. Tyto indikátory jsou následně dány do kontextu s možným přistoupením zemí do EU. V závěru práce jsou zhodnoceny má zjištění.

Abstract:

The thesis deals with the democratic decline of two selected countries in the Western Balkans, Serbia and Montenegro, countries that have started accession negotiations to join the European Union. The introduction of the thesis focuses on the introduction to the Western Balkans region and what accession and future in the EU means for them. The theoretical part of the thesis presents theoretical reflections on the problems that both countries have been facing for a long time and how the COVID-19 crisis has exacerbated these problems, these reflections are then used in the analytical part of the thesis. Subsequently, Freedom House indicators were identified and used in the analytical part to analyse the state of the two countries. In the next section, I analyze the selected indicators of democratic drift and how democratic drift manifested and worsened during the pandemic. These indicators are then put in the context of the countries' possible accession to the EU. The paper concludes with an assessment of my findings.
