Regional Elections

Abstract:

Diplomová práce se snaží analyzovat volby do krajských zastupitelstev z několika hledisek. V první části je pojednáno o reformě veřejné správy jako základním předpokladu vzniku krajů - vyšších územních samosprávných celků tak, jak to předpokládá Ústava České republiky v čl. 99. Dalším záměrem bylo prezentovat zákonnou úpravu, včetně volebního systému, který je na krajské volby aplikován. Je zde pojednáno jak o úpravě de lege lata, tak je zde rovněž úvaha o možných změnách de lege ferenda, jež by tyto volby měly zatraktivnit v očích veřejnosti. Zároveň si práce klade za cíl rozebrat koncept tzv. druhořadých voleb, který je v současnosti společensky okrajovým tématem a současně je na základě předem stanovených hypotéz snahou dokázat, že se v případě krajských voleb jedná o tzv. volby druhořadé.

Abstract:

This diploma thesis tries to analyze the regional elections in several respects. In the first part, we discuss the reform of public administration as a basic assumption of regions - higher territorial administrative units, as required by the Constitution of the Czech Republic in the 99th article. Another objective was to present legislation on issues including the electoral system, which is applied to the regional elections. There is discussed the adjusting the de lege lata, and there is also consideration of possible changes de lege ferenda that these elections should makes more attractive in the eyes of the public. At the same time the work aims to analyze the concept of second-order elections that are currently socially unkept issue and is based on pre-established hypotheses which attempt to prove that if the regional elections are called a “secondary option”.
