Threats and Risks of the Present and Their Influence on the Functioning of Self Goverment Bodies in Municipalities

Abstract:

Tato bakalářská práce se zabývá problematikou rozsáhlého výpadku elektrické energie a jeho rozvinutím v násilnosti a nárůst kriminality. Cílem práce bylo zhodnotit vliv těchto skutečností na fungování orgánů samosprávy obce. Zpracování práce bylo provedeno rozborem užitého názvosloví, legislativního ukotvení a konceptualizací pojmů. V praktické části bylo užito deduktivního a induktivního přístupu k vytvoření metod ETA a FTA, které popisují souvislosti vedoucí k rozsáhlému výpadku elektrické energie a následně jej rozvíjí pomocí poruchových stavů a jejich vlivem na pravděpodobnost vzniku násilností. Komparativní přístup je formulován metodou SWOT, kde je posuzován současný stav a je srovnáván s možnostmi ochrany systému při vzniku rozsáhlého výpadku elektrické energie a při následném vzniku násilností. Užitím metody SWOT byly stanoveny strategie pro předcházení rozsáhlého výpadku elektrické energie, i pro předcházení vzniku násilností. Výstupem jednotlivých metod jsou doporučení pro orgány obce s rozšířenou působností, která by mohla při vhodné aplikaci positivně přispět ke zvýšení bezpečnosti v dané obci s rozšířenou působností.

Abstract:

This bachelor thesis deals with the issue of large-scale power outages and their development in violence and the increase in crime. The aim of the work was to evaluate the influence of these facts on the functioning of the municipal authorities. The elaboration of the work was performed by analysis of the used terminology, legislative anchoring and conceptualization of terms. In the practical part, a deductive and inductive approach was used to create ETA and FTA methods, which describe the context leading to a large power outage and then develops it using fault conditions and their impact on the probability of violence. The comparative approach is formulated by the SWOT method, where the current situation is assessed and compared with the possibilities of system protection in the event of a large-scale power outage and the subsequent emergence of violence. Using the SWOT method, strategies have been set up to prevent large-scale power outages, as well as to prevent violence. The output of individual methods are recommendations for the bodies of the municipality with extended powers, which, if properly applied, could positively contribute to increasing security in the given municipality with extended powers.
