The impact of accounting reform of public finances in particular conditions selected contributory organizations

Abstract:

Bakalářská práce pomocí analýzy účetních dat vyhodnocuje změny v účtování dlouhodobého majetku po účetní reformě veřejných financí, a to ze strany příspěvkové organizace i jejího zřizovatele. Dochází k závěru, že obě účetní jednotky se reformě celkem dobře přizpůsobili. V rámci dlouhodobého majetku města došlo k převedení na majetkové účty příspěvkové organizace, které se promítlo do rozvahy organizace, a zavedení odpisování dlouhodobého majetku rovnoměrnou metodou. Práce popírá snížení administrativní náročnosti v rámci účetní reformy. Příspěvkové organizaci je doporučeno zavedení akruálního principu, k zajištění věrného a poctivého obrazu účetnictví. Dále práce doporučuje větší využití funkcí účetních programů pro efektivnější využití času, v případě vedení účetnictví příspěvkové organizace.

Abstract:

This bachelor‘s thesis evaluates changes in accounting of long-standing property after the accounting reform in public finance. Evaluation is considered from both sides of state-funded institution and its establisher and performed through analysis of accounting data. Conclusion of the thesis is that both accounting units have acclimatized to the reform quite well. Result of the reform was a transfer of municipality’s long-standing property on property accounts belonging to state-funded institution which was reflected in a balance sheet of institution. Another result was an introduction of depreciations of long-standing property through a straight line method. The thesis refutes a decrease in administrative difficulty within accounting reform. State-funded institution is advised to implement accrual principle in order to ensure an accurate and thorough accounting. Thesis also advises state-funded institution to employ even more accounting programs functions in operation of account for more effective utilization of time.
