The President of the EU Council for Foreign Affairs: formation of the function and its first year performance

Abstract:

Práce se zabývá nově vzniklou funkcí Předsedy Rady EU pro vnější záležitosti, který je rovněž Vysokým představitelem pro zahraniční věci a bezpečnostní politiku a jedním z místopředsedů Evropské komise. Cílem je nejen zmapovat novou funkci, ale na základě teorie neoinstitucionalismu analyzovat samotné chování instituce za první rok působení – v období od 1. prosince 2009 do 31. listopadu 2010 a potvrdit nebo vyvrátit stanovenou hypotézu „Funkce Vysokého představitele EU pro SZBP se řídí pravomocemi a pravidly, které jí vymezuje Lisabonská smlouva a nesnaží se je rozšiřovat“. V rámci Lisabonské smlouvy došlo k několika změnám s cílem zajistit větší koherenci společné zahraniční a bezpečnostní politiky EU. Jednou z nich je i funkce Předsedy Rady pro vnější záležitosti, kterou obsadila Catherine Ashton. Práce na základě dokumentů a projevů vydaných C. Ashton a oficiálních dokumentů Rady EU hodnotila její roční působení a na základě této analýzy potvrdila hypotézu „Funkce Vysokého představitele EU pro SZBP se řídí pravomocemi a pravidly, které jí vymezuje Lisabonská smlouva a nesnaží se je rozšiřovat“.

Abstract:

The thesis focuses on the new institution of The President of the EU Council for Foreign Affairs, which is also The High Representative for Foreign Affairs and Security Policy and one of the Vice – Presidents of the Commission. The main goal of the thesis is to describe this new institution and through the theory of neoinstitucionalism analyze its behaviour during the first year of its existence – from 1st December 2009 to 31th November 2010 and thesis should confirm or overcome presumption “Institution of the High representative EU for CFSP acts within the rules defined by the Lisbon Treaty and does not try to overstep these competences.” Within the Lisbon Treaty have been implemented important reform changes with the aim to strive towards a greater coherence of the Common Foreign and Security Policy. One of these changes is the institution of The President of the EU Council for Foreign Affairs occupied by Catherine Ashton. The thesis further evaluates its first year performance through analysis documents and speeches by C. Ashton and official documents of the Council. Finally, on the basis of this analysis, thesis confirms presumption “Institution of the High representative EU for CFSP acts within the rules defined by the Lisbon Treaty and does not try to overstep these competences.”
