Problem of social exclusion concept definitions in the context of the Czech republic

Abstract:

Tématem této práce je problém definice konceptu sociální exkluze v kontextu České republiky. Důvodem, proč se otázka sociálního vyloučení dostává do centra evropského diskurzu, je proměna struktury společnosti, která mění i podstatu sociální exkluze, inkluze a koheze ve společnosti. V první části své práce vymezuji koncept sociální exkluze, jeho definice, dimenze a další faktory, které mají na něj vliv. V druhé části představují Agendu sociálního začleňování Evropské Unie, v rámci které členské státy vypracovávají Národní akční plány sociálního začleňování. Sociální exkluze je v dnešní společnosti složitým fenoménem, který je definován mnoha dimenzemi, na základě kterých jsou jednotlivci a skupiny vyloučeni z většinové společnosti. Při kumulaci většiny dimenzí dochází k úplnému vyloučení ze společnosti. Národní akční plány ČR mají za cíl definovat a řešit problém sociálního vyloučení a identifikovat způsoby začlenění ohrožených jedinců. Snažila jsem se poukázat na nedostatečně definované cíle a na fakt, že v rámci této strategie není explicitně řešena romská problematika. Aby tato koncepce mohla lépe docílit začlenění vyloučených skupin, je nutné vytvořit kvantifikovatelné indikátory, na základě kterých by byla umožněna efektivní kontrola a dohled. Pro zajištění komplexního řešení, je nutné lepší propojení obecné strategie sociální inkluze s koncepcemi zaměřenými na jednotlivé oblasti exkluze ohrožených skupin.

Abstract:

The subject of the thesis is to define the concept of social exclusion in the context of the Czech Republic. The reason why the question of the social exclusion is in the centre of European discussion is qualitative changes of the structure of society. These changes modify the basis of social exclusion, inclusion and cohesion in the society. In the first part of the work I have specified the concept of social exclusion, its definition, dimension and other factors which influence to it. In the second part of the work I have presented the Social inclusion process of the European Union in frame of which the member states develop National action plans of social inclusion. Social exclusion is very complicated phenomenon. It is defined with many dimensions on which basis individuals and/or groups of people are excluded from the major society. In the case of accumulation of most of dimensions the individuals or group of people are completely excluded from the society. National action plans of social inclusion of the Czech Republic have the aim to define and to solve the problems of social exclusion and to identify the means of inclusion of endangered individuals. Nevertheless the problem of social inclusion is not solved sufficiently. So I have tried to show insufficiently defined aims and to stress the fact that in these plans the Roma question is not explicitly solved. For the better acquirement of the integration of excluded groups it is necessary to create quantifiable indicators on which base effective control and supervision would be possible. Complex approach to the problems of social exclusion is needed for solution of this problem. It lies in connection of common strategies of social inclusion with particular conceptions oriented to the individual areas of exclusion of various endangered groups.
