The organization of public administration in Slovakia

Abstract:

This bachelor thesis deals with historical and contemporary development of public administration in Slovak Republic. The aim of thesis is to compare public administration in past and after execution of reforms and to evaluate its actual changes after joining the European Union. The first chapter concerns with the development of public administration from the historical point of view. It is focused on reforms that were executed in years from 1989 until present times. Characterization of public administration is discussed as well. Moreover, thesis deals with self-government and its components, and state administration that were significantly changed in the field of its local organs after the reform called ESO – effective, solid and open state administration, was admitted in 2012. The second chapter is focused further on actual reform ESO that has fundamentally changed organization structure of local state government. It was admitted on 27. 4 2012 by government resolution SR NR. 164/2012 and by an act nr. 345/2012 Z.z. about some actions in local state government. What is more, contemporary aspect of public administration is compared with its aspect from past. The third chapter is dealing with evaluation of changes in public administration as a whole. In this chapter, it is focused on significant changes in public administration, budget organizations, client centres as well as pros and cons that this reform has brought.

Abstract:

Bakalárska práca sa zaoberá historickým a súčasným vývojom verejnej správy na území Slovenskej republiky. Naším cieľom je porovnať verejnú správu v minulosti a po zrealizovaní reforiem a zhodnotiť jej aktuálne zmeny po vstupe do Európskej únie. V prvej kapitole sa zaoberáme vývojom verejnej správy z historického hľadiska. Zameriavame sa hlavne na reformy, ktoré boli uskutočnené od roku 1989 až po súčasnosť. Venujeme sa aj charakteristike verejnej správy. Ďalej sa zaoberáme samosprávou a jej zložkami a štátnou správou, v ktorej nastali výrazné zmeny po reforme z roku 2012 nazývanou ESO – efektívna, spoľahlivá a otvorená štátna správa - v oblasti miestnych orgánov štátnej správy. V druhej kapitole sa venujeme podrobnejšie aktuálnej reforme ESO, ktorá zásadne zmenila organizačnú štruktúru miestnej štátnej správy. Bola prijatá dňa 27.4 2012 uznesením vlády SR č. 164/2012 a zákonom č. 345/2012 Z.z. o niektorých opatreniach v miestnej štátnej správe. Komparujeme tu súčasný stav verejnej správy a stav v minulosti. Tretia kapitola je zameraná na zhodnotenie zmien vo verejnej správe ako celku. V tejto kapitole uvádzame, aké výrazné zmeny nastali vo verejnej správe, venujeme sa rozpočtovým organizáciám, klientskym centrám a pozitívam a negatívam, ktoré táto reforma priniesla.
