Abstract:

Práce analyzuje právní normy vymezující finanční fondy příspěvkových organizací. Zaměřuje se na hospodaření příspěvkových organizací zřizovaných územními samosprávnými celky ve školství – základních a středních škol. Uvádí postupy účtování těchto fondů. Na vybraných údajích účetních závěrek vzorku škol zjišťuje podíly fondů na vlastních zdrojích. Příspěvková organizace zřízená územním samosprávným celkem dle zákona vytváří peněžní fondy: rezervní fond, investiční fond, fond odměn, fond kulturních a sociálních potřeb. Hospodaření s fondem kulturních a sociálních potřeb je dále upraveno prováděcí vyhláškou, hospodaření s ostatními fondy se neobejde bez schvalovací role zřizovatele. Výstupem práce je přehled zásad tvorby a použití jednotlivých fondů se zřetelem na potřeby ekonomického řízení škol.

Abstract:

The thesis analyses rules of law defining financial funds of contributory organizations. It focuses on the management of contributory organizations established by local authorities in education – primary and secondary schools. It states accounting processes of these funds. On the basis of selected data of the financial statements of a sample of schools it determines shares of the funds in the school´s resources. A contributory organization established by local authorities creates, in accordance with law, the following financial funds: reserve fund, investment fund, reward fund and cultural and social needs fund. The management of the cultural and social needs fund is further adjusted by an implementing decree, the management of other funds requires the founder´s approval involvement. The output of the thesis is the list of principles for the creation and use of the various funds while taking into account the needs for a proper school economy management.
