Define and reflexe of bureaucracy during the twentieth century

Abstract:

Tento text má za cíl představit existující popisy byrokratických organizací. V rámci vymezování, a to spíše pouze hrubého přehledu, byrokratických organizací bude vždy také zvažován i prvek byrokratických úředníků. Vybrané popisy, definice jsou opřeny o názory sociologických klasiků jako jsou Max Weber, Robert K. Merton, Michael Crozier a dále také, pro zasazení do širšího kontextu, o autory známe více i laické veřejnosti jako je George Ritzer, William Whyte nebo David Riesman. Přes obecné definování a nastínění podmínek vzniku a setrvání byrokratických organizací, budou naznačeny také důsledky jejich fungování a jejich neustálého rozšiřování do všech sfér společenského života. Nastíněny budou také možné alternativy k byrokratickému způsobu řízení. Stěžejním tématem práce je pak samotné vymezení těchto organizací a byrokratických úředníků v nich dle vybraných autorů – jejich definování, hodnocení, … a dále jejich zařazení dle obecnější typologie lidí současnějších autorů. Závěrem práce bude naznačen myšlenkový posun ve vnímání byrokratických organizacích, jejich fungování, uplatnění ve společností a také role byrokratických úředníků v nich – zde bude popsán také jejich posun, respektive posun v tom, jak byli vnímáni od „pouhých výkonných jednotek“ bez vlastní iniciativy až k „prospěchářským“ pracovníkům sledujícím vlastní, osobní cíle.

Abstract:

This text aims to present the existing descriptions of bureaucratic organizations. As part of the definition, bureaucratic organization will also be considered an element of bureaucratic officials. Selected descriptions, definitions are supported by the views of sociological classics such as Max Weber, Robert K. Merton, Michael Crozier. For a broader context will be also use definition of more popular authors like Goerge Ritzer, William Whyte and David Riesman. First part will be about general definition of bureaucratic organizations, about the consequences and their continuous expansion in all spheres of social life. There will be also descriptions of possible alternatives to bureaucratic management. The central theme of this work is the definition of these organizations and bureaucratic officials from the selected authors - their definition , evaluation, ... and their classification according to the general typology of people more contemporary authors. Finally, the work will be mention intellectual shift in the perception of bureaucratic organizations, their functioning, their role in society and the role of bureaucratic officials in them - there will be described as well as an evolve, or better an evolve in how they were perceived by "executive units " without their own initiative to the " utilitarian " workers pursuing their own personal goals.
