Integrated rescue system and cooperation of the components of the integrated rescue system in the event of an emergency

Abstract:

Diplomová práce se zaměřuje na současný stav, úlohy a role složek integrovaného záchranného systému při řešení mimořádných událostí. Cílem práce je analyzovat součinnost vybrané složky integrovaného záchranného systému při vybrané mimořádné události, konkrétně při řešení dopravní nehody s cílem předložit návrhy ke zlepšení stávajícího stavu. Vybranou mimořádnou událostí řešenou v diplomové práci je hromadná silniční nehoda. V teoretické části práce je vymezen přehled poznání o stavu řešené problematiky, který zahrnuje základní pojmy, právní rámec problematiky, popis základních složek integrovaného záchranného systému, podmínky společného zásahu složek integrovaného záchranného systému při hromadné silniční nehodě včetně činností jednotlivých subjektů při řešení této mimořádné události. Dále je vymezena součinnost a připravenost složek integrovaného záchranného systému při zásazích u hromadných silničních nehod s uvedením modelového příkladu. V teoretické části je použita metoda deskripce, která vychází z provedené rešerše informačních zdrojů a analýza. V praktické části práce je provedena charakteristika vybraného území České republiky, kterou je Středočeský kraj. Je provedena komparativní analýza hromadných silničních nehod ve vybrané oblasti Středočeského kraje. Stěžejní metodou praktické části je komparace, realizace polostrukturovaných rozhovorů se zástupci jednotlivých složek. Analyzovány byly data, jež byla poskytnuta složkami integrovaného záchranného systému z jejich interní databáze, ale rovněž i dostupná data z veřejně dostupných zdrojů. Dále byla zpracována analýza vybraných hromadných silničních nehod. Na základě zjištěných informací s využitím Ishikawa diagramu byla provedena analýza součinnosti složek integrovaného záchranného systému při zásahu u hromadných silničních nehod a následně zpracovány návrhy směřující ke zlepšení současného stavu.

Abstract:

The diploma thesis focuses on the current state, roles and tasks of the integrated rescue system in dealing with emergencies. The aim of the thesis is to analyse the interaction of a selected component of the integrated rescue system in a selected emergency, specifically in dealing with a traffic accident, with the aim of presenting proposals for improving the current situation. The selected emergency event dealt with in the thesis is a mass road accident. In the theoretical part of the thesis, an overview of the knowledge about the state of the problem is defined, which includes basic concepts, legal framework of the problem, description of the basic components of the integrated rescue system, conditions of joint intervention of the components of the integrated rescue system in a mass road accident, including the activities of individual subjects in dealing with this emergency. It also defines the interaction and preparedness of the integrated rescue system components in interventions in mass road accidents with a model example. In the theoretical part, the method of description is used, which is based on the conducted research of information sources and analysis. In the practical part of the thesis, a characterization of the selected territory of the Czech Republic, which is the Central Bohemia Region, is made. A comparative analysis of mass road accidents in the selected area of the Central Bohemian Region is carried out. The main method of the practical part is the comparison, the implementation of semi-structured interviews with representatives of individual components. Data provided by the integrated rescue system from their internal database, but also available data from publicly accessible sources were analysed. Furthermore, an analysis of selected mass road accidents was prepared. On the basis of the identified information, using the Ishikawa diagram, an analysis of the interaction of the integrated rescue system units in intervening in mass road accidents was carried out and subsequently proposals were made to improve the current situation.
