Shredding management and archiving of documents in the Army of the Czech Republic in the period from 1989 to 2015

Abstract:

Bakalářská práce pojednává o výkonu spisové služby v armádě, jako součásti Ministerstva obrany se zaměřením na skartační řízení a přípravu dokumentů k odevzdání a uložení v příslušném vojenském archivu. Přednostně se zaměřuji na období existence samostatné Armády ČR, z důvodů kontinuity některých aktivit však pojednává i o starším období od 70. let 20. století, kdy šlo o existenci Československé armády (a kdy byl v roce 1974 přijat důležitý archivní zákon jak pro Českou, tak i pro Slovenskou republiku). Začátek práce je zaměřen na změny v legislativě, dále ve vnitřních normách a vlastním systému spisové služby u organizační složky armády na stupni "rota". V další části věnuji pozornost předskartační péči a průběhu vlastního skartačního řízení u organizačního celku v armádě se zachycením jeho změn. Následuje struktura a rozdělení Vojenského ústředního archivu a ukládání dokumentace do správního archivu Ministerstva obrany. Poslední část pojednává o přípravě dokumentace v listinné i elektronické podobě k uložení do archivu. Závěr práce shrne a vyhodnotí vývoj skartačního řízení a archivaci v armádě a pozitivní i negativní dopady po zavedení elektronického systému spisové služby v rezortu Ministerstva obrany.

Abstract:

The bachelor´s thesis deals with performance of file service in the army as part of the Ministry of Defense, focusing of shredding proceedings and preparation of documents for submission and storage in the relevant military archive. It primarily focuses on the period of existence of the independent Army of the Czech Republic however, due to the continuity of some activities, it also deals with the older period, since the 1970s, when it came to the existence of the Czechoslovak army (and when an important archival law was adopted in 1974 for both the Czech and Slovak Republics). The beginning of the work is focused on changes in legislation, further in internal standards and to its own file service system at the organizational unit of the army at the level of "platoon". In the next part I pay attention to predisposal care and the course of the shredding procedure itself at the organizational unit in the army with the capture of its changes. The structure and division of the Military Central Archive follows and storing documentation in the administrative archives of the Ministry of Defense. The last part deals with the preparation of documentation in paper and electronic form for storage in the archive. The conclusion summarizes and evaluates the development of shredding management and archiving in the military and positive and negative impacts after the introduction of the electronic file service system in the Ministry of defense.
