Barriers to using subsidies from state and European Union funds from the point of view of the director and founder of a primary school with up to 500 pupils.

Abstract:

Práce se věnuje bariérám ve využívání finančních prostředků mimo státní a obecní rozpočet vnímaným řediteli základních škol ve Šluknovském výběžku s nanejvýš 500 žáky. Práce je rozdělena na část teoretickou, která popisuje financování základních škol, financování školství z Evropské unie, a to prostřednictvím Národního plánu obnovy a operačních programů, dále pak dotační prostředky a dotační cyklus a také problematiku využívání dotací ze státních a evropských fondů, a praktickou část, kde bylo popsáno výzkumné šetření realizované formou polostrukturovaného rozhovoru a získaná data byla vyhodnocena metodou otevřeného, axiálního a selektivního kódování. Bariéry byly intenzifikovány a byly navrženy způsoby, jak tyto bariéry odstranit, resp. zmírnit jejich vliv.

Abstract:

The thesis deals with the barriers in the use of financial resources outside the state and municipal budget perceived by principals of primary schools in the Šluknov foothills with a maximum of 500 pupils. The thesis is divided into a theoretical part, which describes the financing of primary schools, the financing of education from the European Union through the National Recovery Plan and operational programmes, then subsidies and the subsidy cycle, as well as the issue of the use of subsidies from state and European funds, and a practical part, where a research survey conducted in the form of a semi-structured interview was described and the data obtained were evaluated using the method of open, axial and selective coding. Barriers were intensified and ways to remove or mitigate these barriers were suggested.
