Bakalářská práce se zaměřuje na problematiku vzniku služebního poměru zaměstnanců ve státní správě. Cílem práce je vymezení specifik vzniku služebního poměru oproti pracovnímu poměru včetně podmínek absolvování úřednické zkoušky.
