A new perspective on legal framework of public sector document management in context of eGovernment

Abstract:

Diplomová práce se věnuje problematice vedení spisové služby a obecně správy dokumentů v kontextu právní úpravy archivnictví a spisové služby. Na pozadí postupného vývoje legislativy od roku 1954 do současnosti sleduje práce jak myšlenkový vývoj, v rámci kterého dochází postupně k vydělení spisové služby jako samostatné problematiky nezávislé na archivnictví, tak se zejména snaží mapovat problémy, kterými současná koncepce spisové služby trpí, a to zejména s rozvojem její elektronizace a eGovernmentu obecně. Cílem práce je vedle zmapování těchto problémů především navržení účinných změn legislativy, které by vedly k jejich překlenutí a k dalšímu posunu spisové služby směrem ke svébytnému oboru zaměřenému na zajištění důvěryhodnosti a efektivity organizací veřejné správy prostřednictvím kvalitního procesu správy dokumentů.

Abstract:

The thesis is devoted to the issue of records management and general document management in the context of the legal regulation of archiving and records management. Against the background of the gradual development of legislation from 1954 to the present day, the thesis traces both the development of the idea of the gradual separation of the records management service as a separate field independent of the archiving system and, in particular, it tries to map the problems that the current concept of the records management suffers from, especially with the development of its electronization and eGovernment in general. In addition to mapping these problems, the aim of the thesis is primarily to propose effective legislative changes that would lead to overcoming these problems and to further move the records management towards a distinct field aimed at ensuring the credibility and efficiency of public administration organisations through a quality document management process.
