Mandatory expenditures in the Czech Republic - structure and development

Abstract:

Bakalářská práce se zabývá mandatorními výdaji České republiky. Poskytuje ucelený pohled, jak na dávky vyplácené v naší republice, tak na ostatní výdaje, které stát musí na základě právních smluv i norem platit. V první části práce jsou rozděleny výdaje na sociální transfery, mandatorní výdaje nemající charakter sociálních transferů, ostatní mandatorní výdaje vyplývající z jiných právních norem, quasi mandatorní výdaje. Druhá kapitola popisuje vývoj výdajů na našem území od vzniku První republiky až do roku 1989. Praktická část práce porovnává částky vyplacené na jednotlivé výdaje v období pěti let (2006 ? 2010). Na závěr kapitoly jsou vytvořeny dva fiktivní příklady. Na prvním je znázorněn vývoj výplaty porodného, druhý je věnován výpočtu nemocenské. V průběhu analyzovaných let došlo k mnoha změnám ve způsobu vyplácení dávek. Tendence přijímaní úsporných řešení v oblasti sociálních transferů, které státní výdajovou složku zatěžují nejvíce, by měla do budoucna vést snížení deficitu veřejných rozpočtů.

Abstract:

The bachelor thesis is focused on mandatory expenditures in the Czech Republic. It provides overview of support paid in our republic and also of other expenses which must be paid by our republic due to agreements and standards. In first part of my work are expenses divided in social transfers and other mandatory expenditures. Second part describes development of expenses on our ground since 1918 until 1989. A practical part of my work compares amounts which are spent on each expense between years 2006 ? 2010. At the end of the chapter two imaginary situations are made. First one describes development of childbirth allowance, second describes how sickness benefit is calculated. Through analysed years many changes at ways of paying mandatory expenses are made. Tend of making saving solution in social transfers which burden state budget the most, should in the future to lower deficit public spending.
