Risks for the Czech Republic associated with the import of consignments of fruit and vegetables from third countries with a focus on plant pests

Abstract:

Tato práce se zaměřila na dovozní rostlinolékařskou kontrolu jako součást fytosanitárních opatření. Shrnuje současnou mezinárodní i národní legislativu týkající se dovozních kontrol. V rámci práce byly hodnoceny údaje ze systému TRACES NT o zamítnutých zásilkách ovoce a zeleniny ze třetích zemí v rozmezí mezi lednem 2021 a říjnem 2022. Z celkového množství 9 748 nevyhovujících zásilek bylo dále analyzováno 1 182 zásilek ovoce a zeleniny, u kterých byla zjištěna přítomnost živočišného škůdce. V zásilkách bylo blíže určeno 40 živočišných rodů škodlivých organismů, z nichž 20 druhů podle Prováděcího nařízení komise EU 2021/2285 patří mezi karanténní organismy. U těchto druhů byla zpracována stručná charakteristika a zhodnoceno riziko jejich zavlečení, uchycení a šíření v Evropské unii nebo v České republice.

Abstract:

This work focused on plant health check of imported consignments as a part of phytosanitary measures. It summarizes current international and national legislation on import controls. As part of the work, data from the TRACES NT system on rejected consignments of fruit and vegetables from third countries between January 2021 and October 2022 were evaluated. Out of a total of 9,748 non-compliant consignments, 1,182 consignments of fruit and vegetables were further analyzed, in which the presence of plant pest was registered. In the consignments, 40 animal genera of harmful organisms were identified, of which 20 species are classified as Union quarantine pest according to the Commission Implementing Regulation (EU) 2021/2285. A brief description of these species was made and the risk of their entry, establishment and spread in the European Union or in the Czech Republic was assessed.
