Comparison of the presidents Chirac and Sarkozy approach towards French nuclear strategy and French membership in NATO

Abstract:

Tato práce se zaměřuje na komparaci pohledů francouzských prezidentů J. Chiraca a N. Sarkozyho na francouzskou bezpečnostní politiku, zejména pak na oblast francouzské jaderné strategie a opětovného začlenění Francie do vojenských struktur NATO. Cílem bylo zjistit, zda lze v oblasti bezpečnostní politiky zaznamenat mezi Chiracem a Sarkozym kontinuitu z hlediska přístupu k bezpečnostní politice. Na začátku práce stála hypotéza, že navzdory příslušnosti obou prezidentů ke stejnému politickému táboru, lze v prvních dvou letech Sarkozyho prezidentství zaznamenat odklon v přístupu k roli jaderných zbraní a v otázce členství ve vojenských strukturách NATO od bezpečnostní politiky sledované během prezidentství J. Chiraca. Hypotéza práce se v podstatě potvrdila, i když v určitých oblastech můžeme najít značnou kontinuitu obou prezidentů. Srovnáním jsem přišla také na to, že základ strategií obou prezidentů je shodný a že se odlišuje spíše v drobnostech či kladení důrazu na určité faktory. Sarkozy se přesto staví odlišně například ke znovu začlenění do vojenských struktur NATO a ke vztahům Francie s USA.

Abstract:

This text is focused on comparison of approaches of two French presidents: J. Chirac and N. Sarkozy to the French security policy and especially to French nuclear doctrine and strategy and the reentry into the military structures of NATO. The aim of the work was to find out whether we could notice the continuity in the area of security policy between Chirac and Sarkozy. At the beginning of the work, there was a hypothesis that even the two presidents belonged to the same political party we could notice the different Sarkozy’s approach to the question of the nuclear weapons and the membership in the military structures of NATO, comparing these problems with the Chirac’s view. The hypothesis of the work was confirmed but we can also find a real continuity between Chirac and Sarkozy in some points. The comparison took me to the conclusion that the basics of the security strategies are almost the same and that they are different only in some points of view and in the emphasizes each president is giving to some point. Sarkozy has still different view e.g. to the reentry to NATO and to the relations between France and the USA.
