The Prevention of Major Chemical Accidents in the Central Bohemia Region

Abstract:

Bakalářská práce pojednává o prevenci závažných chemických havárií. Jsou uvedeny současné právní předpisy Evropské unie a České republiky vztahující se k prevenci závažných havárií a jejich historie, orgány zabývající se problematikou prevence závažných havárií, je rozebrán proces zařazení podniku do skupiny A, nebo B podle zákona č. 224/2015 Sb., o prevenci závažných havárií a jsou popsány tři případové studie. V praktické části je charakterizován Středočeský kraj, uvedeny možné zdroje závažných havárií v tomto kraji, je popsána problematika podlimitních zdrojů rizik, které nespadají pod dikci zákona, přičemž byl vybrán objekt pro následnou modelaci, která má za úkol demonstrovat, že i v podlimitních zdrojích rizika může dojít k závažné chemické havárii. V závěru práce jsou uvedeny výsledky dotazníkového šetření a vlastní návrhy pro oblast prevence závažných havárií, především u podlimitních objektů.

Abstract:

Bachelor thesis deals with the prevention of major chemical accidents. There is listed current legislation of the European Union and the Czech republic relating to the prevention of major accidents and their history, authorities dealing with the issue of the prevention of major accidents, there is described the process of inclusion to group A or B in accordance with Act No. 224/2015 Coll. about the prevention of major accidents, and there are described three case studies. In the practical part Central Bohemian Region is characterized, there are stated the possible sources of major accidents in this region, and there is described the issue of underlimited sources of risks that are not covered by law. It was selected an object for modelling to demonstrate possible chemical accident. In the conclusion, there are listed results of survey and my own suggestions for the area of prevention of major chemical accidents, especially for underlimited objects.
