Cooperation of national security systems within the framework of ensuring the internal security of the EU

Abstract:

Globalizace závažných trestných činů, terorismu a nelegální migrace výrazně mění přístup k ochraně občanů a vnitřní bezpečnosti státu. Potřeba spolupráce bezpečnostních sborů a zvláště policejních složek zemí Evropské unie, možná paradoxně, vzrostla vstupem těchto zemí do schengenského prostoru. Na jedné straně se zrušily kontroly osob na vnitřních hranicích, což přineslo výrazný komfort pro cestování občanů EU. Na straně druhé, při nižším zabezpečení vnější hranice Schengenu a Evropské unie, se otevírá prostor pro volný pohyb osob napojených na organizovaný zločin i terorismus. Pak toto není problém jednoho konkrétního státu, ale i všech ostatních. Evropská unie si je tohoto problému vědoma a tak vytváří prostor i legislativní rámec pro spolupráci bezpečnostních složek, zejména policie. Cílem této bakaláře je vyhodnotit formy spolupráce bezpečnostních sborů zemí Evropské unie z hlediska úkolů, kompetencí a efektivnosti jejich aktivit.

Abstract:

The globalization of serious crimes, terrorism and illegal migration significantly changes the approach to the protection of citizens and the internal security of the state. The need for cooperation between the security forces and especially the police forces of the countries of the European Union, perhaps paradoxically, increased with the entry of these countries into the Schengen area. On the one hand, checks on persons at internal borders were abolished, which brought considerable comfort to the travel of EU citizens. On the other hand, with the lower security of the external border of Schengen and the European Union, space opens up for the free movement of persons connected to organized crime and terrorism. Then this is not a problem of one specific state, but also of all others. The European Union is aware of this problem and thus creates space and a legislative framework for the cooperation of security forces, especially the police. The aim of this bachelor's degree is to evaluate the forms of cooperation of security forces in terms of tasks, competences and effectiveness of their activities.
