Merging of banking supervision in the Czech republic

Abstract:

Tato práce popisuje dohled nad finančními institucemi v České republice před 1.4.2006 vykonávaný čtyřmi sektorovými orgány dohledu - Komisí pro cenné papíry, Úřadem pro dohled nad družstevními záložnami, Úřadem pro dozor nad pojišťovnictvím a penzijním připojištěním a Českou národní bankou, a systém dohledu nad finančním trhem zavedený zákonem č. 57/2006 Sb. a vykonávaný jediným supervisorem, a to Českou národní bankou. Autorka se v práci snaží analyzovat důvody integrace dohledu a též jeho relativně nestandardního zakotvení do centrální banky, ale také rizika tohoto kroku. Komparací v evropském a světovém měřítku se snaží dospět k závěru o vhodnosti či nevhodnosti zvoleného modelu.

Abstract:

This work describes supervision of financial institutions in the Czech Republic before 1st April 2006, which was created by four sectoral supervisors – for capital market, cooperative banks, insurance companies and banks. This work also focuses on the system of supervision enacted by statute no. 57/2006 executed by single supervisor – the Czech National Bank. The author tries to analyse reasons of merging supervision and its relatively nonstandard location under the central bank. The author also points out risks of such integration. She also tries to make conclusion concerning conveniency or inconveniency of such financial sector regulation in the Czech Republic by comparing this model with models in European and other countries.
