The Maastricht fiscal criteria, their formation and fulfilment by countries of the European Union

Abstract:

Předmětem této práce je nejen seznámit čtenáře s historií vzniku maastrichtských fiskálních kritérií, ale především přiblížit hlavní příčiny, které vedly státy k jejich nedodržování a nastínit vývoj v plnění kritérií v období před a po nástupu ekonomické krize. První ze tří částí popisuje vznik maastrichtských kritérií ve vazbě na budování Hospodářské a měnové unie. Jsou zde definována fiskální kritéria a vazba mezi nimi. Krátká kapitola je pak věnována Paktu stability a růstu. V druhé části jsou popsány hlavní příčiny nedodržování kritérií státy EU. Patří mezi ně upřednostňování kritéria schodku před kritériem dluhu, střetávání odlišných politických zájmů a lobbování, ekonomická krize a v neposlední řadě také sociální nespokojenost. V každé kapitole je navíc uveden příklad, který problematiku dokládá. Poslední část obsahuje grafickou analýzu fiskálních kritérií od roku 2004 do roku 2011 u pěti zástupců z řad států EU. Vybranými reprezentanty jsou Česká republika a Maďarsko, které zatím nepřijaly společnou měnu, a dále pak Itálie, Francie a Finsko, tedy již členské státy eurozóny.

Abstract:

The aim of this work is to explain the history of the Maastricht fiscal criteria, but also find out the major causes that have led to non-compliance of the criteria and outline the development of the fiscal criteria in the period before and after the onset of the economic crisis. The first three sections describe the emergence of the Maastricht criteria in relation to the building of the Economic and Monetary Union. A short chapter is devoted to the Stability and Growth Pact. The second part describes the main causes that have resulted in non-compliance of the criteria. These include the favouring of the deficit criterion before the debt criterion, the clash of different political interests and lobbying, the economic crisis but also the social discontent. The last section contains a graphical analysis of the fiscal criteria of five representatives from the EU Member States during years 2004-2011. The selected countries are Czech Republic, Hungary, Italy, France, and Finland.
