Telegram ban in Russia and the theoretical framework of modern authoritarianism

Abstract:

Po konci studené války se ukázalo, že defektní nebo neliberální demokracie nejsou jen dočasným fenoménem. Během více než dvou dekád vytvářejí novy typ politického uspořádání ¬– moderní autoritářské režimy. Moderní autoritářství používá jiné prostředky k zaručení legitimity a vládnutí, zvlášť s ohledem na vývoj informačních technologií. Jedním ze způsobů, jak podobné státy operují v tomto prostředí, je koncept autoritářského informacionalismu, který zahrnuje cenzuru, filtrování webových stránek a ideologicky podmíněnou státní kontrolu nad internetem. Cílem této práce je analýza postupu Ruské federace vůči Telegramu – zabezpečené sociální síti, jejíž zakladatelé odmítli s Putinovou vládou spolupracovat. Pomocí popisu současné legislativy, technických specifik Telegramu a následujících událostí se práce pokusí určit, zda přístup vládních orgánů vůči této sociální síti odpovídá znakům moderního autoritářství a autoritářského informacionalismu.

Abstract:

After the end of the Cold War it became apparent that the so-called defective or illiberal democracies are not temporary phenomena. Instead, in more than two decades they have formed a political order that is now known as modern authoritarianism. Modern authoritarian regimes differ from their traditional counterparts in terms of securing legitimacy, as well as approaching information technologies. One of the concepts that describes how such regimes operate in the information domain is authoritarian informationalism. This approach consists of censorship, filtering the web pages and ideologically conditioned state control over the Internet. This thesis aims to analyse the course of action that the current Russian government took against Telegram – a secured instant messaging client whose developers refused to cooperate with the administration. By describing contemporary Russian legislation, Telegram specifications, and the events that involved both actors, this paper aims to determine if Russia follows a pattern of a modern autocracy and authoritarian informationalism in the case of Telegram.
