The possibility of usage of the Danube-Oder-Elbe canal for the river transportation within the countries of the central Europe

Abstract:

Tato práce analyzuje možný přínos kanálu Dunaj-Odra-Labe pro státy střední Evropy. Nezbytným krokem je zhodnocení významu vnitrozemské vodní dopravy v jednotlivých státech vymezené oblasti, stavu splavných toků a překážek bránících dalšímu rozvoji. Těmi jsou chybějící plavební stupně. V práci je věnován prostor historickému vývoji podpory průplavu Dunaj-Odra-Labe od prvních zmínek v roce 1700 až po rok 2014 a jeho zakotvení v právních předpisech. Poslední část se zabývá podrobným vyčíslením přímých nákladů, výnosů a z toho vyplývající návratnosti investic do stavby, přičemž se jedná o odhadované částky. Kromě těchto přímých existují ještě nepřímé náklady, které zahrnují kromě nezbytných oprav a údržby také externality. Z vyčíslení těchto externích nákladů, které vznikají z provozu každého oboru dopravy, je zřejmé, že pro vnitrozemskou vodní plavbu jsou v porovnání se silniční přepravou až šestkrát menší. Právě tento rozdíl by mohl být významnou konkurenční výhodou vnitrozemské vodní plavby.

Abstract:

This thesis analyses potential benefits of Danube-Oder-Elbe canal to the states of the central Europe. In order to do that it is necessary to describe the current importance of inland navigation within these states as well as the condition of the waterways. The main bottlenecks on existing infrastructure are the missing locks. The paper also looks into the development of support of the Danube-Oder-Elbe canal from the first reference in 1700 to the year of 2014. The last part of the work deals with the calculation of estimated direct costs and profits of the construction. Besides the direct there are also indirect expenses, which cover not only the necessary repairs and maintenance, but also external costs. External costs of inland water navigation are estimated to be six times lower than those of road transport. This difference could be a significant competitive advantage of the river transportation.
