Israeli Arabs as Second-class Citizens

Abstract:

Na území státu Izrael žije v současné době více než jeden a půl milionu lidí arabského původu, kteří disponují izraelským státním občanstvím. Jejich postavení ve společnosti je však značně znevýhodněno, když jsou omezována některá jejich základními zákony zaručená práva jako právo pronajímat si půdu, reprezentovat svou komunitu v zákonodárných a exekutivních orgánech či sloužit v armádě, kdy právě splnění této občanské povinnosti má v Izraeli pro další život zvláštní význam. V určitém slova smyslu jsou tak Izraelci arabského původu diskriminováni ve srovnání s občany původu židovského a jejich status ve společnosti pak lze chápat jako občanství druhého řádu. Cílem diplomové práce je zanalyzovat vznik a vývoj fenoménu občanství druhého řádu izraelských Arabů v období od vzniku státu Izrael do současnosti. Práce se vedle analýzy problému v historickém kontextu zaměřuje na představení nejvýznamnějších problematických sektorů, v nichž je praktikován odlišný přístup k arabskému obyvatelstvu. Identifikuje zdroje sekundárního postavení izraelských Arabů v Izraeli a mapuje vývoj izraelského postoje k této záležitosti s přihlédnutím k možným odlišnostem mezi diskursem a praktickým jednáním. Dále pak analyzuje míru vlivu kroků čelních představitelů Palestinské autonomie v oblasti zahraniční politiky a také vliv aktivit neoficiálních organizací operujících na okupovaných územích na problém sekundárního postavení izraelských arabských občanů v Izraeli.

Abstract:

On the territory of the State of Israel currently live more than one and a half million persons of Arab origin who are Israeli citizens. Their position in society is considerably disadvantaged when some of their guaranteed basic laws are constrained, as the right to lease the land, to represent their community in the legislative and executive bodies or serve in the army, when the fulfillment of this civic duty has in Israel special significance for other areas of their lives. It can be submitted that Israeli Arab citizens are discriminated in comparison with citizens of Jewish origin and that their status in society can be seen as second-class citizenship. This thesis aims to analyze the origins and development of the phenomenon of the second-class citizenship of Israeli Arabs in the period since the establishment of the State of Israel to the present days. The paper analyzes the problem in historical context and also focuses on presenting the most problematic sectors in which different approach to the Arab population is practiced. The thesis identifies the sources of secondary position of Israeli Arabs in Israel and maps the development of Israel's position on this matter taking into account possible differences between the discourse and practical action. Furthermore it analyzes the potential effect of the steps of the Palestinian Authority leaders in the field of foreign policy and influence of the activities of unofficial organizations operating in the occupied territories to the problem of the secondary position of Israeli Arab citizens in Israel.
