Film industry and importance of film incentives in the Czech Republic

Abstract:

Předkládaná diplomová práce se zabývá filmovým průmyslem a poukazuje na možnosti jeho podpory, primárně na filmové pobídky. V úvodu nabízí historické ukotvení filmového průmyslu a kinematografie, jakožto důležitého odvětví kultury, které má na území České republiky hodnotnou tradici. Zaobírá se historickým kontextem a odkazuje na vývoj filmového průmyslu, který je s našimi dějinami spjat skrze ekonomické a politické mezinárodní události. Definuje prostředky financování a formy podpory, které jsou žádoucí pro filmový průmysl. Stěžejní část práce je věnována filmovým pobídkám, které mapuje od jejich vzniku až do poslední novelizace. Pro časové vymezení zkoumané problematiky filmových pobídek jsou určující čtyři mezníky: rok 2010, kdy byly pobídky zavedeny jako Program podpory filmového průmyslu spadající pod Ministerstvo kultury, rok 2013, od kdy jsou součástí Státního fondu kinematografie, rok 2014, kdy byla ze státního rozpočtu navýšena částka pro filmové pobídky a nakonec rok 2017 až po současný rok, kdy byla uvedena v platnost novelizace systému udílení filmových pobídek. Práce objasňuje smysl pobídek, důvod proč byly zavedeny a komu pomáhají. Poslední část je věnována zhodnocení a analýze filmových pobídek spolu s postoji na různorodost názorů pro tuto podporu filmové průmyslu produkční komunitě. Cílem práce je metodou odborných zdrojů zhodnotit funkci a význam pobídek, poukázat na pozitiva a negativa, které s sebou přináší dopad na filmový průmysl a kulturu.

Abstract:

This thesis deals with the film industry and points out the possibilities of its support, primarily for film incentives. The introduction offers a historical anchoring of the film industry and cinematography as an important branch of culture that has a valuable tradition in the Czech Republic. It deals with the historical context and refers to the development of the film industry, which is connected with history through economic and political international events. It defines funding resources and forms of support that are desirable for the film industry. The main part of the thesis is devoted to film incentives, which maps from their creation to the last amendment. Four milestones are decisive for the timing of the investigated film incentive issues: 2010, when incentives were introduced as a Film Industry Support Program under the Ministry of Culture, 2013, since they are part of the State Cinematography Fund, 2014, when the amount for film incentives was increased from the state budget and finally the year 2017 up to the current year when the amendment of the film incentive system was put into effect. The work clarifies the purpose of incentives, the reason why they were introduced and to whom they help. The last part is devoted to the evaluation and analysis of film incentives, along with attitudes to the diversity of opinions for this support of the film industry to the production community. The aim of the thesis is to evaluate the function of incentives, to point out the positives and negatives that it brings to the needs of the film industry and culture itself.
