The Monte Carlo method and the detection of electoral fraud

Abstract:

Tato diplomová práce se zabývá odhalováním volebních podvodů metodou Monte Carlo na příkladu pěti volebních procesů v Rusku v letech 2012 až 2021. V práci se provádí simulace Monte Carlo pro volební účast a pro procento odevzdaných hlasů pro vítěze. Simulované výběry pocházejí ze tří apriorních rozdělení: binomického, normálního a binomického-beta. Jako parametry rozdělení jsou brány skutečné výsledky voleb. Vypočítává se počet volebních okrsků, kde je volební účast nebo výsledek vítěze celým číslem (s určitým intervalem zaokrouhlení). Skutečné počty se porovnávají se simulovanými. Je stanoven optimální interval zaokrouhlení a provedeny neparametrické testy, které dokázaly přítomnost volebních podvodů v Rusku. Dále je sestaveno rozdělení druhých číslic výsledku vítěze a volební účasti, jak skutečné, tak simulované. Pro věrohodnost byla podobná analýza provedena pro volby v Česku, Francii a Polsku. Byly identifikovány regiony v Rusku, kde jsou volební podvody nejčastěji pozorovány.

Abstract:

This master's thesis deals with uncovering electoral fraud using the Monte Carlo method, illustrated by five electoral processes in Russia from 2012 to 2021. The thesis conducts Monte Carlo simulations for the percentage of votes cast for the winner and for voter turnout. Simulated selections are drawn from three prior distributions: binomial, normal, and binomial-beta. The parameters of the distributions are based on actual election results. The number of polling stations where voter turnout or the winner's outcome is an integer (within a certain rounding interval) is calculated. The actual counts are compared with the simulated ones. The optimal rounding interval is determined, and nonparametric tests are conducted to demonstrate the presence of electoral fraud in Russia. Distribution of the second digits of the winner's outcome and voter turnout, both actual and simulated, was also compiled. For credibility, a similar analysis was conducted for elections in the Czech Republic, France, and Poland. Regions of Russia where electoral fraud is most frequently observed are identified.
