Smart Governments - governments that could do "more for less"

Abstract:

Práce se zabývá problematikou vzniku finančních krizí a řešením problémů s nimi souvisejících. Cílem práce je objasnit příčiny vzniku finančních krizí na počátku 90. let ve Finsku a Švédsku, určit jejich dopady na obě ekonomiky a odhalit některá chytrá a efektivní řešení, která byla vládami použita k dosažení rozpočtové konsolidace a souběžného růstu v po-krizovém období. Práce je rozdělena do tří tematických celků. První se soustředí na shrnutí poznatků o vývoji indikátorů fragility finančního sektoru, druhý dává ucelený obraz o řešení finanční krize oběma vládami a dopadů krize na veřejné rozpočty těchto států. Třetí tematický celek je zaměřen na fiskální politiku, která vedla k dosažení rozpočtových přebytků po ukončení finanční krize.

Abstract:

The thesis deals with origins of finacial crises and resolution of related issues. The goal of the thesis is to clarify the origins of financial crises at the beginning of 1990’s in Finland and Sweden, determine their impacts on both economic systems and reveal some clever and efficient solutions that were used by governments to achieve concurrent fiscal consolidation and economic growth in post crisis period. The thesis is divided into three parts. The first one concentrates on summarizing the general knowledge of the developement of financial fragility indicators, the second gives a comprehensive picture of the resolution of financial crises by both governments and of impacts of financial crises on public budgets of those countries. The third part focuses on fiscal policy, that led to fiscal surpluses in post-crisis period.
