Abstract:

Cílem této diplomové práce je přiblížit problematiku hospodaření s veřejnými zdroji s důrazem na jejich účelné, efektivní a hospodárné využívání v oblasti zadávání veřejných zakázek a ESI fondů a poukázat na nedostatky v těchto oblastech. Na úvod jsou představeny základní hypotézy práce, které se autor následně snaží potvrdit či vyvrátit. Stě-žejní částí práce jsou kapitoly věnované principům 3E v zákoně č. 134/2016 Sb., o zadávání veřejných zakázek a metodických progra-mech. V závěru jsou shrnuty poznatky práce včetně postřehů z praxe a představeny úvahy de lege ferenda.

Abstract:

The goal of this thesis is to elucidate the issue of managing public re-sources, stressing especially their effective, efficiency, and economical spending regarding government procurements and ESI funds. The the-sis will further build on the findings presented to show shortcomings in these fields. In the first part it introduces several basic hypotheses the author then seeks to prove or disprove. Key part of the thesis are the chapters devoted to 3E principles in Act no. 134/2016 on public pro-curement and in methodological programmes. The conclusion summari-zes findings of the thesis including practical observations and also pre-sents thoughts de lege ferenda.
