Handicaped people in the labour market and institutional-legal framework of their employment in the Czech republic

Abstract:

Tato bakalářská práce se zabývá postavením zdravotně postižených osob na trhu práce a identifikuje příčiny vysoké nezaměstnanosti této skupiny obyvatel v České republice. Vychází z teoretických předpokladů trhu práce a právního rámce této problematiky a následně zkoumá efektivitu opatření aktivní politiky zaměstnanosti v oblasti zaměstnávání zdravotně postižených osob. Zaměřuje se především na činnost a problémy zaměstnavatelů zaměstnávajících více než 50 % osob se zdravotním postižením. Práce odhaluje fenomén obcházení zákona v případě plnění povinného podílu zaměstnávání osob se zdravotním postižením a zneužívání příspěvku na podporu zaměstnávání osob se zdravotním postižením. Tato práce klade důraz na zvýšení efektivity nástrojů aktivní politiky zaměstnanosti a správné nastavení právního rámce zaměstnávání zdravotně postižených. V závěru jsou nastíněna možná opatření vedoucí ke zlepšení situace v zaměstnávání osob se zdravotním postižením.

Abstract:

The topic of this thesis is the situation of handicaped people in the labour market and identifies the causes of high unemployment of this group of inhabitants in the Czech republic. It is derived from theoretical presumptions of lhe labour market and legal framework of this problem . It consequently recognizes effectiveness of measures of active labour-market policy within this group. Focus is mainly on function and problems of employers who employ more then 50% of disabled workers. This thesis examines the loophole in the law of obligatory part in employment of the handicaped and misappropriation of subsidy for their employment. This thesis also looks at ways of augmenting active labour-market policy and employment efficiency towards the correct setting of the law frame for handicaped employment. There are possible measures outlined at the end of this thesis leading to improvement of the aforementioned situations.
