Control functions of the Slovak National Council

Abstract:

Bachelor's thesis deals with the Slovak National Council, but particularly the analysis of its control functions. In the introductory section it is the theoretical basis of the National Council of the Slovak Republic and it describes the detailed characterization and approaching of organizational activities. We strive to bring the history of the Slovak National Council. The second part focuses on the scope of the Slovak National Council in its four core areas, but mainly we discuss in detail the control field. We are dedicated to detailed discussions on the issue of confidence in the Government, the government program, the state budget and also about a system of interpellation and question time in parliament. Next we will look at the scope of legislation, creation of state authorities and foreign policy. In the analytical part, we decided to compare the National Council of the Slovak Republic with the Chamber of Deputies of the Czech Republic. We are looking for common features and differences, and also approaching the area of control.

Abstract:

Bakalárska práca sa zaoberá problematikou Národnej rady Slovenskej republiky, ale hlavne analýze jej kontrolných funkcií. V úvodnej časti sa venujeme teoretickým východiskám Národnej rady Slovenskej republiky a snažíme sa o jej podrobný popis, charakteristiku a priblíženie jej organizačnej činnosti. Rozhodli sme sa zobraziť aj históriu Národnej rady Slovenskej republiky. Druhá časť je zameraná na pôsobnosť Národnej rady Slovenskej republiky v jej štyroch základných oblastiach, ale hlavne podrobne rozoberáme oblasť kontroly. Venujeme sa podrobne problematike rokovania o dôvere vláde, programovému vyhláseniu vlády, štátnemu rozpočtu a tiež približujeme systém interpelácie a hodiny otázok v parlamente.Ďalej sa venujeme pôsobnosti v oblasti zákonodarstva, tvorby štátnych orgánov a zahraničnej politiky. V analytickej časti sme sa rozhodli komparovať Národnú radu Slovenskej republiky s Poslaneckou snemovňou Českej republiky. Hľadáme spoločné a rozdielne znaky a približujeme sa tiež oblasti kontroly.
