Comparison of the activities of the EU Ombudsman and the Czech Ombudsman

Abstract:

Předmětem diplomové práce je srovnání činnosti ombudsmana EU a českého veřejného ochránce práv. V úvodu práce je popsán obecný přehled a základní informace o vzniku a činnosti ombudsmanských institucí ve světě, v České republice a na úrovni Evropské unie. V další části je vymezena působnost českého veřejného ochránce práv a evropského ombudsmana. Dále jsou v práci klasifikovány stížnosti, které jsou českému veřejnému ochránci práv a ombudsmanovi EU doručovány, a je zde popsáno, jakým způsobem jsou stížnosti vyřizovány. V závěru jsou rozebrány statistické údaje, které se týkají činnosti českého veřejného ochránce práv a evropského ombudsmana, a na jejich základě je zhodnocena účinnost těchto dvou institucí.

Abstract:

The subject of this thesis is comparison of activities of the EU Ombudsman and the Czech Ombudsman. The introduction describes the general overview and basic information about the origin and activities of institutions of Ombudsman in the world, the Czech Republic and in the European Union. The next part defines the field of activity of the Czech Ombudsman and the European Ombudsman. Further, there are classified complaints that are delivered to the Czech and the European Ombudsman. It is also described how the complaints are dealt with. Finally, statistical data concerning the activities of the EU Ombudsman and the Czech Ombudsman are analyzed, and on their basis the efficacy of these two institutions is evaluated.
