Civil Protection in the European Union

Abstract:

Tato diplomová práce popisuje problematiku civilní ochrany na úrovni Evropské unie. Diplomová práce popisuje krizové situace a právní nástroje Evropské unie v oblasti civilní ochrany - konkrétně Finanční nástroj pro civilní ochranu a Mechanizmus zesílené spolupráce při zásazích. Dále jsou zde konkretizovány krize civilního charakteru za hranicemi Evropské unie. Zahraniční a bezpečnostní politika Evropské unie, organizační struktury pro zvládání krizí a prioritní oblasti zvládání krizí. Diplomová práce popisuje vzdělávací aktivity a instituce v Evropské unii ? Evropskou Komisi, Systém nouzového plánování a Systém krizového řízení. V praktické části se zaměřuje na Evropskou Komisi, Protiteroristického koordinátora EU, Europol, Eurojust. Podrobněji dále popisuje strategii EU pro boj s terorismem ? Prevenci radikalizace a nábor členů teroristických skupin, zabránění financování terorismu, kontrola výbušnin, ochrana infrastruktury, ochrana hranic, posílení spolupráce policejních, zpravodajských a celních útvarů a posílení soudní spolupráce a v neposlední řadě mezinárodní spolupráce s třetími zeměmi.

Abstract:

This thesis describes the issue of civil protection at European Union level. This thesis describes a crisis situation and legal instruments of the European Union in the field of civil protection - specific financial instrument for civil protection mechanism of enhanced cooperation with intervention. There are also concretized crisis civilian outside the European Union. Foreign and Security Policy of the European Union, the organizational structure for crisis management and crisis management priority. This thesis describes the educational activities and institutions in the European Union - European Commission The emergency planning and crisis management system. In the practical part focuses on the European Commission, the EU Counter-Terrorism Coordinator, Europol, Eurojust. Describes in more detail the EU Strategy for Combating Terrorism - Prevention tadikalizace and recruitment of members of terrorist groups, preventing the financing of terrorism, explosives control, infrastructure protection, odhrana borders, strengthening cooperation between police, intelligence and customs services and judicial cooperation and ultimately international cooperation with third countries.
