Nízké mzdy v post-komunistických státech - případ České republiky

Abstract:

Práce se zabývá nízkými mzdami v post-komunistických státech se speciálním zaměřením na Českou republiku. První část práce představuje teoretické aspekty mzdových determinantů a tím, jakým způsobem mohou způsobovat mzdové rozdíly. Dále se práce věnuje tomu, proč by měly mzdy, jakožto ceny vstupů k sobě konvergovat a proč nikoli. Empirická část práce se nejprve zabývá právě konvergencí a dochází k závěru, že u států, které jsou zároveň členy Evropské unie i OECD, skutečně dochází ke konvergenci mezd, přičemž dochází i ke konvergenci produktivity práce. V další části empirie se spomocí reprezentativního vzorku individuálních dat odhaduje model mzdových determinantů v České republice v období 2004-2013 s výsledkem, že se snížily výnosy z univerzitního diplomu a zvýšil se mzdový rozdíl mezi manažerskými a nižšími pozicemi v hierarchii firem. Práce dále zkoumá rozdíly mezi determinanty v České republice, Rakousku, Německu a Slovensku, přičemž se ukazuje, že se koeficienty u těchto determinantů výrazně liší a můžou tak způsobovat mzdové rozdíly mezi těmito zeměmi, i přes to, že se charakteristiky daných trhů práce tolik neliší.

Abstract:

The paper examines the topic of low wages in post-communist countries with a special emphasis on the Czech Republic. Firstly, the paper presents the theoretical aspects of wage determinants and how they can affect wage differentials. Next, the paper studies wage convergence theoretically and also empirically on data showing that in the member states of EU that are also members of the OECD wage convergence is observed. In the next empirical section, using a unique individual dataset a model on wage determinants in the Czech Republic for the period 2004-2013 is estimated. The results show that the returns to a university degree have diminished and wage differentials between managerial and lower positions in the hierarchy have grown. Furthermore, the paper investigates individual wage determinants in the Czech Republic, Austria, Germany and Slovakia. The results show that the coefficients for these determinants differ significantly and may be reason or explanations for wage differentials between these countries. Despite the fact, that the structure and characteristics of the labor markets of these countries do not differ substantially.
