Participatory budgeting as a tool of participatory democracy in the CZ: a case study of participatory budget in the City District of Prague 5

Abstract:

Diplomová práce analyzuje proces zavedení a realizace participativního rozpočtu v Městské části Praha 5 v kontextu participativní demokracie. Práce se v teoretické části zaměřuje na historii a pojmy participativní a deliberativní demokracie, ze kterých proces participativního rozpočtu vychází. Uvádí také charakteristiku a kritéria participativního rozpočtu. Práce dále popisuje, jakým způsobem byl zaváděn participativní rozpočet v různých světových podmínkách. Praktická část probíhá formou kvalitativního výzkumu. V první fázi jsou analyzovány klíčové dokumenty. Ve druhé fázi probíhají polostrukturované rozhovory. Práce analyzuje důvody zavedení participativního rozpočtu v roce 2016, proces pilotního ročníku a míru zapojení zainteresovaných osob. Zkoumá vývoj dalších ročníků do roku 2019 z hlediska nastavených pravidel a naplnění cílů. Na závěr je zhodnocen celkový proces participativního rozpočtu a navržena doporučení na zlepšení procesu.

Abstract:

The thesis analyses the process of implementation and realization of participatory budget in the City District of Prague 5 in the context of participatory democracy. The theoretical part of the thesis is focused on the history and terms of participatory and deliberative democracy, from which the process of participatory budgeting comes. It also presents the characteristics and criteria of a participatory budget. The thesis also describes how the participatory budget was implemented in different world conditions. In the practical part there is a qualitative research. In the first phase, the key documents are analyzed. In the second phase, semi-structured interviews take place. The thesis analyzes the reasons of the implementation of a participatory budget in 2016, the process of the pilot year and the rate of stakeholders involvement. Theoretical part also examines the development of the next years until 2019 from the point of view of set rules and fulfillment of goals. Finally, the overall participatory budget process is evaluated and recommendations for process improvement are proposed.
