Possibilities of the proportional electoral system to the lower house of the Parliament of the Czech Republic

Abstract:

Poměrný volební systém do dolní komory Parlamentu České republiky nabízí z hlediska jeho výsledné konfigurace širokou škálu možností, jak prostřednictvím změny některých z jeho parametrů ovlivnit výsledek voleb. Tato diplomová práce je založena na zkonstruovaném analytickém aparátu, vycházejícím z aplikace vědecké metody modelování, kdy jsou na základě zjednodušeného matematického obrazu reality zkoumány účinky různých variant poměrného volebního systému. Diplomové práce se detailně věnuje možnostem poměrného volebního systému v kontextu voleb do Poslanecké sněmovny Parlamentu České republiky. Prostřednictvím podrobné analýzy 78 volebních modelů (reprezentujících odlišné varianty poměrného volebního systému vztahujícím se k možným alternativním výsledkům voleb v roce 2013) hledá odpověď na otázku, zda by bylo možné jeho vhodnou změnou posílit stabilitu a akceschopnost vládních koalic. V diplomové práci je analyzován i hypotetický vliv dvou reforem poměrného volebního systému (volební reformy z let 2000 a 2008 – 2009, které nakonec nebyly v praxi realizovány) na možný výsledek voleb. Dále je analyzováno dalších několik volebních modelů za účelem objasnění jednoho z paradoxních výsledků voleb do Poslanecké sněmovny Parlamentu České republiky (zcela rozdílný volební zisk KDU-ČSL a SZ z hlediska počtu získaných mandátů při srovnatelném počtu získaných hlasů voličů ve volbách v roce 2006). Jako doklad univerzálnosti vytvořeného analytické aparátu slouží elektronická příloha diplomové práce na CD, která obsahuje kromě výše uvedených 78 volebních modelů dalších 390 volebních modelů reprezentujících alternativní výsledky voleb do Poslanecké sněmovny Parlamentu České republiky v letech 1996, 1998, 2002, 2006 a 2010.

Abstract:

The proportional electoral system to the lower house of the Parliament of the Czech Republic offers a lot of possibilities how to influence the result of the elections by way of changing some of its parameters. This dissertation utilizes a created analytic apparatus based on the scientific method of making models when, on the basis of a simplified mathematical example of reality, the effects of different variations of the proportional electoral system are researched. The dissertation deals in detail with possibilities of the proportional electoral system in the context of the elections to the lower house of the Parliament of the Czech Republic. By way of a detailed analysis of 78 electoral models (representing different variations of the proportional electoral system relating to possible alternative results of the elections to the lower house of the Parliament of the Czech Republic in 2013) this dissertation looks for answering to the question if it would be possible to make stronger the stability and action readiness of government coalitions by some convenient change. In this dissertation is also analysed a hypothetic influence of two reforms of the proportional electoral system (electoral reforms from the years 2000 and 2008 – 2009 that finally were not realised) to possible result of the elections. This dissertation also analyses some other electoral models for the purpose of clarifying one of the paradoxical electoral results to the lower house of the Parliament of the Czech Republic in 2006: completely different electoral profit of KDU-ČSL and SZ from the point of view of number of gained mandates when the number of their gained votes was comparable. This dissertation contains an electronical supplement on CD which illustrates universality of created analytic apparatus: besides above mentioned 78 electoral models there are other 390 electoral models representing alternative results of the elections to the lower house of the Parliament of the Czech Republic in 1996, 1998, 2002, 2006 and 2010.
