Population aging in perspective of housing policy

Abstract:

Stárnutí populace je v současné době jedním nejčastěji skloňovaných témat ve společnosti,jelikož ovlivňuje celkovou ekonomickou situaci státu. Je však důležité vnímat situaci, vekteré se senioři nacházejí, v dlouhodobějším kontextu. Podmínky pro bydlení, jednu zezákladních potřeb každého občana, se od doby transformace české ekonomiky významněproměnily a cílem této práce je zjistit, kam se bytová situace posunula za posledních vícenež let. Dalším ze zkoumaných aspektů bytové politiky je, jestli stát nastavuje seniorůmvhodné podmínky pro vstup na trh s byty, zda-li je bytových jednotek dostatek nebo také,jaké jsou alternativy pro seniory, kteří si nejsou schopni obstarat bydlení samostatně akterým je tedy nutné poskytnout podporu na regionální úrovni. V kontextu bydlení proseniory nelze opomenout ani zhodnocení kvality a dostupnosti sociální péče jak nacelostátní, tak na regionální úrovni. V práci jsou zkoumány zejména domácnosti jednotlivcůstarší let z důvodu výrazného zvýšení jejich početnosti v uplynulých dekádách, přičemžzvýšení počtu domácností jednotlivců proběhlo napříč věkovými kategoriemi. Obsahem tétopráce jsou zanalyzována data zachycující proměnu věkové struktury, vývoj celkové výstavbydle typu bytu či zhodnocení stavu pobytových sociálních služeb spolu s terénními aambulantními. V závěru analytické části jsou následně zkoumány bytové podmínkyz pohledu šetření SILC, které jsou porovnány v evropském měřítku. Z poznatků získanýchv této práci je možné usuzovat, že výstavba bytů i pobytových zařízení v průběhu letstagnuje, přibývá domácností jednotlivců seniorů, což také zapříčiňuje růst podílu nákladůna bydlení na celkové spotřebě domácností.

Abstract:

The aging of the population is currently one of the most accented topics in society as itaffects the overall economic situation of the state. However, it is important to perceive thesituation in which the elderly are in a longer-term context. Housing conditions, one of thebasic needs of every citizen, have changed significantly since the transformation of theCzech economy and the aim of this work is to find out where the housing situation hasmoved over the last years. Another aspect of the housing policy is whether the state setsthe suitable conditions for senior citizens to enter the housing market, whether the housingunits are sufficient or what are the alternatives for the elderly who are unable to procurehousing independently and which is therefore necessary provide some help at regional level.In the context of housing for the elderly, one should not forget to evaluate the quality andavailability of social care at both national and regional level. In particular, households ofindividuals over years of age have been investigated due to significant increase of theirabundance in recent decades, with an increase in the number of individual householdsacross age categories. The content of this work are analyzed data capturing the change inthe age structure, the development of the overall construction according to the type ofdwelling or the assessment of the status of residential social services together with field andoutpatient. At the end of the analytical part are then examined housing conditions from theperspective of SILC, which are compared on a European scale. It is possible to concludefrom the knowledge gained in this work that the construction of flats and residentialfacilities has stagnated over the years, the number of households of seniors is growing,which also causes an increase in the share of housing costs in total household consumption.
