Abstract:

Obsahem disertační práce je návrh struktury pro efektivní fungování samosprávy.Hlavním cílem práce je prozkoumat a navrhnout možnosti využití Procesního řízení a prvků EnterpriseArchitecture (EA) pro optimalizaci fungování samosprávy ČR. Pro naplnění tohoto cíle bylo zformulováno 8Dílčích cílů, které souvisí s postupným naplňováním Hlavního cíle práce a které jsou postupně naplňoványv jednotlivých kapitolách.Hlavní výzkumnou metodou, použitou v práci, je Design Science Research. Autorka v práci následuje procesnípostup vývoje inovativního artefaktu a mapuje každou fázi tohoto postupu na konkrétní myšlenkový postup akroky provedené v rámci této práce a to v několika iteracích.První iterace řeší Návrh celkové koncepce EA procesně řízené samosprávy. Na základě rešerší stávajícíchpřístupů k optimalizaci samosprávy (resp. veřejné správy), dochází autorka k závěru, že je třeba najít nebovytvořit vhodnou koncepci pro optimalizaci samosprávy. Ověřením následně stanovených hypotéz autorkapotvrzuje potřebu zavedení procesního řízení, EA a výstupu ve formě referenčního modelu. Výsledkem jekonstatování, že je třeba najít nebo navrhnout celkovou koncepci EA procesně řízené samosprávy, kteráposkytuje referenční model procesů. Dále je třeba zasadit tuto koncepci do kontextu aktivit, probíhajících vtomto směru ve veřejné správě ČR. Vzhledem k tomu, že žádný ze zkoumaných rámců nesplňuje důležitýpožadavek na zdůraznění procesu jako klíčové entity a nenabízí referenční model procesů ve smyslu jejichtaxonomie, formuluje autorka potřebu vytvoření takového referenčního modelu.Ve druhé iteraci Návrh referenčního modelu – procesní model autorka nejdříve prokazuje, že je možnéprincipiálně použít Procesní řízení (konkrétně metodiku MMABP) v kombinaci s prvky EA. Autorka paknavrhuje referenční model procesů, který navazuje na analýzy a výstupy provedené v projektu Parma. Docházítak k ověření praktické aplikace metodiky MMABP, jehož výstupem je dopracování některých částí, které buďz metodiky jednoznačně nevyplývaly, nebo byly v rámci projektu vykládány nekonzistentně. Potřeba pokrýtreferenčním modelem všechny segmenty však implikuje nutnost rozšíření modelu z procesního na celkovýbusiness referenční model, který zohledňuje i jiné prvky EA.Předmětem třetí iterace je tedy Návrh celkového business referenčního modelu. Pro takový model hledáautorka společné entity pro jeho vnitřní strukturu (metamodel) a navazující úrovně taxonomie. Zdrojem jeanalýza pojetí služeb v procesně řízené samosprávě, metamodelu MMABP a vybraných EA rámců (ArchiMatea GEA NZ) a struktura taxonomií příslušných dalších rámců pro veřejnou správu. Ty jsou zároveň inspiracípro část taxonomie, která není zpracována ve formě procesů. Výstupem je celkový business referenční modelve smyslu metamodelu a ve smyslu taxonomie (ve dvou úrovních detailu). Model je následně ověřen ve dvourovinách: První je ověření principiální správnosti komparací s přístupem projektu „Optimalizace životníchsituací ve vztahu k Registru práv a povinností“. Druhou je ověření možnosti praktické realizace formouparticipace na rozvíjení Referenčního modelu řízení úřadu (CIEM) a konzultacemi v rámci vytváření Národníarchitektury veřejné správy ČR NA VS ČR. Vzhledem k tomu, že obě ověření mají významný dopad napodobu modelu, získává model svou finální podobu až po těchto ověřeních (evaluacích).Hlavním přínosem práce je vytvoření business referenčního modelu pro samosprávu ČR, který kombinujeProcesní řízení s prvky EA. Abstract:

The content of the thesis is the design of the structure for an efficient management of the public administration.The main goal of the thesis is to explore and propose the options of the usage of the business processmanagement and the Enterprise Architecture (EA) elements for the optimization of the local self-governmentof the Czech Republic. In order to achieve this goal, 8 partial goals have been formulated that relate to thegradual fulfilling of the main goal and that are accomplished within the particular chapters.The main research method used in the thesis is the Design Science Research. In the thesis, the author followsthe process model (DSR cycle) for the design of novel or innovative artifact and maps each phase of this cycleon the particular mental progress and steps carried out within this work in a couple of iterations.First iteration regards The design of the overall concept of the EA of the local self-government that uses processmanagement. Based on the research on the current approches to the local self-government (and publicadministration in general) optimization, the author comes to the conclusion that it is necessary to find or createthe approviate concept for the local self-government optimization. By means of evaluation of the hypothesisset consequently, the author confirms the need for business process management and EA implementation inthe form of the reference model. As a result, the conclusion is that it is necessary to find or design the overallconcept of the EA of the local self-government that uses a process management, which also offers the processreference model.Furthermore, it is necessary to put this concept into the context of activities that are takingplace in this sense in the public administration of the Czech Republic. Regarding the fact that none of theexplored frameworks fulfill the important requirement on stressing the process as a key element and none ofthem offers a process reference model (taxonomy), the author formulates the need for creation of such areference model.In the second iteration The design of the process reference model, the author at first proves that it is possiblein principle to use the business process management (particularly the MMABP methodology) in thecombination with EA elements. The author then designs the process reference model which follows theanalysis and the outputs made in the Parma project. Practical application of the MMABP methodology is thusverified and the output of the verification is the elaboration of some parts that either did not clearly followfrom the methodology or have not been understood consistently.The need to cover all segments with the reference model implies the necessity to extend the model from theprocess one to the overall business reference model which also reflects other EA elements.The subject of the third iteration is therefore The design of the overall business reference model. The authoridentifies the common entities for such a model for its inner structure (metamodel) and the following levels oftaxonomy. The output is the overall business reference model regarding both the metamodel and the taxonomy(in two levels of detail). The model is then subsequently verified in the two layers. First layer is the evaluationof the principal correctness of the model by the comparison with the approach to the life situations optimization.The second layer is the evaluation of the application in practice in the form of participation in the developmentof the Reference model of the local authority management (CIEM) and in the form of consultations within thedevelopment of the National architecture of public administration NA VS ČR. agement with the EA elements. The author did not find such an existing model that would meet stated requirements. Individual contributions are then connectedwith partial goals. Regarding the Business process management, the important contribution is conducting theresearch regarding the state of the Business process management in the local self-government.
