Abstract:

Cílem práce je rozbor a detailní analýza přípravy a vytvoření plánu realizace bezpečnostního opatření prováděného Policií České republiky na území Krajského ředitelství policie Jihočeského kraje s ohledem na komparaci různých aspektů při konání rizikového fotbalového utkání, které je primárně prováděno za účelem eliminace rizik spojených s diváckým násilím, opatření prováděné za účelem ochrany veřejného pořádku při demonstracích osob v návaznosti na zákon o právu shromažďovacím a dále s organizací činností spojených s ochranou měkkých cílů. V práci si diplomant, s ohledem na cíl práce, stanovil doplňující výzkumnou otázku: Jaký je optimální poměr "policista vers. chuligán" v počtu nasazených policistů při zákroku proti fotbalovým chuligánům? Práce dále zároveň rozvádí spolupráci s dalšími složkami integrovaného záchranného systému, veřejnou správou a soukromými subjekty participujícími na uváděných událostech.

Abstract:

The aim of this thesis is to detailed analyse the preparation and creation of a plan for the implementation of security measures by the Police of the Czech Republic in the territory of the Regional Directorate of the Police of the South Bohemian Region with regard to the comparison of various aspects during high-risk football matches, primarily for the purpose of eliminating risks associated with spectator violence, measures implemented for the purpose of protecting public order during demonstrations by people in connection with the law on the right to assemble and also with the organisation of activities connected with the protection of soft targets. In the thesis the graduate, taking into account the aim of the thesis, set an additional reserarch question: What is the optimal ratio of „police officer vs hooligan“ in the number of deployed police officers in the crackdown on footbal hooligans. At the same time, the thesis elaborates on cooperation with other components of the integrated rescue system, public administration and private entities participating in the aforementioned events
