Fiscal Policy and its Influence on Spa Treatment

Abstract:

Diplomová práce Fiskální politika a její vliv na lázeňství pojednává na příkladu České republiky o úloze fiskální politiky ve veřejném sektoru vyspělé ekonomiky, konkrétně lázeňství jako součásti zdravotní péče; v případové studii o dopadu fiskální restrikce na lázně společnosti v Třeboni v letech 2012-2013. Autorka po obecném vymezení veřejného sektoru, jeho financování i fiskální politiky soustřeďuje svou pozornost na problematiku restriktivního nástroje diskrečního opatření - Vyhlášky č. 267/2012 Sb. ze dne 27. 7. 2012. Osvětluje její hlavní záměr i dopady na financování léčebné lázeňské péče zdravotními pojišťovnami, do doby, než byla Nálezem Ústavního soudu k 31. 12. 2014 zrušena. Práce obsahuje původní případovou studii Lázní Aurora s.r.o. a Bertiných lázní s.r.o. Cílem práce je zkoumání hypotézy, zda restriktivní opatření mělo zásadní negativní dopad na ekonomiku vybraných lázeňských zařízení v Třeboni v roce 2013. Dopady hodnotí jako šokové, negativní a vážně ohrožující existenci lázní, pokud by působnost restrikce byla dlouhodobější. Studie je vybavena množstvím tabulek s grafy, komentáři a metodickými poznámkami.

Abstract:

Diploma thesis Fiscal Policy and its influence on Spa Threatment deals with the role of fiscal policy in the public sector in advanced economy, namely the spa as the part of health care (on the example of the Czech republic), in the case study on the impact of fiscal restrain on the spa companies in the town Třeboň in the years 2012-2013. The author focuses her attention (after the general definition of public sector, its funding and fiscal policy) on the issues of restrictive tools discretionary measures - Notice No.267/2012 code on 27/7 2012. She explains her main intention and effects on the financing of spa health care by health insurance companies until it was invalidated by Findings of Constitutional Court on 31/12 2014. The thesis contains the original case study of the Aurora and Berta Spas. The aim of the thesis is to research the hypothesis if the restrictive measures have had a crutial negative impact on the economy of chosen spas in Třeboň in 2013. The impacts are evaluated as shocking, negative and seriously threatening existence of the spas in case it is long term restrictive.
