Factors influencing the development of offensive cyber capabilities

Abstract:

The central topic of the thesis is one of the objectives that states pursue by operating in cyberspace – the ability to destroy or disable an adversary's functions. Although all states may share an end-state vision with respect to the development of offensive cyber capabilities, their motivations and resources differ. Therefore, the ambition of the thesis is to identify the factors that influence the development of states' offensive cyber capabilities. A combined method of correlational analysis and qualitative examination of causal mechanisms will be utilised in this endeavour.

Abstract:

Ústrednou témou diplomovej práce je jeden z cieľov, ktoré štáty sledujú pôsobením v kyberpriestore – schopnosť zničiť či odstaviť funkcie protistrany. Hoci všetky štáty môžu s ohľadom na rozvoj ofenzívnych kybernetických spôsobilostí zdieľať víziu konečného stavu, ich motivácie a zdrojové základne sa líšia. Ambíciou práce je preto identifikovať faktory, ktoré vplývajú na rozvoj ofenzívnych kybernetických spôsobilostí štátov. Bude pri tom využitá kombinovaná metóda korelačnej analýzy a kvalitatívneho preskúmania kauzálnych mechanizmov.
