Where are women in Czech cities? Barriers of gender mainstreaming in practice

Abstract:

Where are women in Czech cities? Barriers in putting gender mainstreaming into practice is qualitative research on the boarder of urban sociology, gender studies and urban planning. Its main goal is to identify reasons, why is urban planning today almost ultimately male dominant space. At the same time, this study is a reaction to the feminist critique of urban planning structure, that is still not gender balanced, especially at the decision making level, despite popular claims of this being overcome already. This is a problem, because we can hypothesise, that urban planning as we know it today is unable to deal with the phenomenon of planning for the ideal urban type: a white able-bodied male in productive age. On the other hand, gender mainstreaming approach contributes to the planning not only with the gender sensitive policies. This approach works with all the possible life styles, that citizens of cities could have, that are constantly changing. Bearing this in mind, gender mainstreaming is designing public spaces with a goal to improve the quality of living in cities. This diploma thesis is describing a good practice from abroad and uncovers reasons behind lack of implementation of gender mainstreaming methods in Czech Republic and Slovakia. The main method of research is in-depth interviewing of relevant experts from the field and analysis of strategic documents.

Abstract:

Kde sú ženy v českých mestách? Bariéry gender mainstreamingu v praxi je kvalitatívny výskum na rozmedzí sociológie mesta, rodových štúdií a plánovania mesta. Snaží sa nájsť príčiny toho, prečo je rozhodovanie o súčasnej podobe miest takmer výsostne mužskou záležitosťou. Zároveň je reakciou na feministickú kritiku procesu plánovania, keďže napriek proklamovanej rodovej rovnosti je v rozhodovacích pozíciách stále obrovský nepomer medzi mužmi a ženami. Existuje pritom predpoklad, že súčasné plánovanie miest sa stále nedokáže vymedziť proti plánovaniu pre ideálneho človeka mestského typu, ktorým je muž beloch v produktívnom veku bez zdravotných problémov. Politika gender mainstreamingu na druhej strane vnáša do prostredia plánovania miest citlivosť v zmysle nielen rodovom, ako by mohol predpovedať názov tejto politiky. Táto politika pracuje s neobmedzenou škálou životných situácií obyvateľov a obyvateliek miest, ktoré sa menia v čase. Týmto životným situáciám sa snaží prispôsobovať dizajn verejných priestorov na zvýšenie kvality prežívania v meste. Táto diplomová práca sa okrem popisu dobrých príkladov zo zahraničia snaží odpovedať aj na otázky, prečo plánovacie procesy v mestách Česka a Slovenska neimplementujú nástroje gender mainstreamingu. Na zistenie odpovedí na tieto otázky používa výskumnú metódu expertných rozhovorov, ako aj analýzu strategických dokumentov vo vybraných mestách.
